Dibutuhkan segera beberapa posisi Konsultan Pemberdayaan

Sehubungan dengan banyaknya rekan konsultan pemberdayaan yang sering mampir ke blog saya, maka saya mencoba membantu seorang rekan yg mewakili sebuah perusahaan konsultan yang besar dan ternama di Jakarta untuk mencari beberapa personil untuk kebutuhan proyeknya:

Mencari beberapa tenaga ahli untuk posisi sbb:

  1. Rural Infrastructure Specialist (2 positions) masing-masing 24 bulan
  2. Junior Social/Community Development Specialist (4 positions) masing-masing 18 bulan.
  3. Junior Financial Management Specialist (4 positions) masing-masing 18 bulan.

Cuplikan Personil Requirement:
  1. Rural Infrastructure Specialists (96 person-months)
  1. The Rural Infrastructure Specialist as District’s Team Leader will have the primary responsibility for the activities set out in the scope of work above in respect of
    1. Input to design and documentation of project performance monitoring and evaluation;
      1.                       i.        Surveillance the service delivery of build infrastructures, accordance to its design and specifications;
      2.                      ii.        Conduct special training and support community to operate the infrastructures, and the management of the O&M committee (KPP);[u1]
      3.                     iii.        Support community to channel the operation maintenance funding into APBD
  1. Overall management of the project, coordinating closely with the local governments;
  2. Manage of district expert team and responsible to manage all of CFs;
  3. Support to DPIU to prepare and developing operational/implementation framework;
  4. Develop the networking with the institutions which are related to the community development driven project;
  5. Develop the network and cooperation with RPMC, PPIU and DPIUs;
  6. Implement the Quality Assurance Procedures, and Project Performance and Monitoring System;
  7. Prepare action plan for quarterly and semi annually, in line with national and provincial frame work;
  8. Maintain the implementation master schedule of the Project and provide some advocacy and supervision to avoid delayed of the project implementation;
  1. Complaint handling and resolution activities and support the CFs to handle some  complaint raised at region level and provide recommendation to the DPIU and/or PPIU if it could not be solved;
  2. Support to DPIU to facilitate effective supervision missions and midterm evaluation of project
  3. Manage district team to monitor and evaluate project progress including follow up of aide memoire/memorandum mission at district level;
  4. Implement the socialization and public campaign program at local level
  5. Coordinate the database documentation and information disclosures.
  6. Provide technical assistance and support to CFs and community (especially CIOs and Operation Maintenance Committee) as required;
  7. Monitor and evaluate the implementation of the village’s community development and develop action plan to improve the quality of the Project. All of monitoring and evaluation result should be reported to RPMC through monthly, quarterly, semi annually and annually report;
  8. Prepare the phasing out activities, including but not limited to:
  1. Together with other related expert, prepare exit strategy of the project to ensure sustainability of the project at local level.

Key Qualification Required

  1. He/She should have Sarjana Degree (equivalent to bachelor degree) in civil engineering or related discipline, with have preferably 5 years experience in the rural infrastructure development field with significant experience in community driven development activities with rural project. The consultant should: (i) have experiences in project management; possess capability the technical aspects of infrastructure needs and development in rural area, (ii) familiar with donor project regulations, (iii) have capability to lead and manage a small team; (iv) have capability in general knowledge of socialization strategy/development; (v) be fluent in English and Indonesian, both written and spoken; and (vi) be able to demonstrated ability to work congenially and productively with consultant team, counterparts, and other project stakeholders.


  1. Junior Social / Community Development Specialist (72 person-months),
  1. He/She is to ensure the effectiveness of and efficient implementation of the community participation in decision-making process. Particularly the consultant will:
  1. Support system empowerment for sustainability program in community strengthening of villagers in infrastructure development and enhancing capacity to establish self help groups,
  2. Assist CFs to conduct a gender audit of all community investment plan/proposal to ensure they are gender-sensitive, prior to release of funds;
  3. Assist CFs in enhancement gender equality in the implementation of civil works
  4. Support the efficient implementation of the community development and strengthen capacities in the district level and community level
  5. Disseminate the checklist of the project that has to fulfill for all IDP prepared by CIOs;
  6. Assist DPIU to verify and to assess the IDP to minimize the specific impact of the project, and to reduce the potential grievance;
  7. Conduct spot check to the field to ensure the implementation has been applied the procedures, principles, and mechanism;
  8. Assist and support the CFs and local government to plan, implement and monitor strengthening community, local institution and community forum.
  9. Monitor and supervise the overall participatory process of all stakeholders involved in the project planning, implementation, monitoring and evaluation, and ensure the effectiveness of and efficient implementation of the community participation in decision making process;
  10. Support the proper accuracy of community development performance data in the MIS
  11. Provide technical assistance and support as necessary and monitoring and supervise, gender participation in empowerment process;
  12. Support evaluation of CF’s performance in community development implementation;
  13. Assist in monitoring and supervising gender participation in empowerment process;
  14. Assist in preparing the project progress reports particularly related to the social/gender aspects.

Key Qualification Required

  1. He/She should have Sarjana Degree (equivalent to bachelor degree) in Social Science and Development with significant, preferably 3 years, experience in the community based development projects in rural area. She/he should:
  • Familiar with donor/governmental project regulations
  • Possess capability in general knowledge of socialization strategy/development including gender, indigenous people aspects, and social impact assessment.
  • Ability and experience handle of social problem solving implementation project.
  • Demonstrated ability to work congenially and productively with consultants, counterparts, and other project stakeholders in a team context.
  1. Junior Financial Management Specialist (72 person-months)
  1. He/She is responsible to oversee the overall financial management as well as community’s development grant (BLM) disbursement, assist cash management and community financial management during implementing BLM, and ensure the adequate financial report at the village level and district level. The consultant also will:
  1. Support capacity building strategy for strengthening community and local institution due to the financial management
  2. Disseminate the financial procedures and financial reporting of the project that has to fulfill the adequate financial management during implementation BLM;
  3. Assist community facilitators in conducting training on financial management system in some villages and assess how well the treasurers of community implementation organizations (CIOs),
  4. Undertake random sample of villages already implementing projects and conduct audit of the community’s fund balances, transaction records in the cashbook, disbursement documents on file and financial reports prepared by the treasurer;

  6. Assist and support the CFs and local government to plan, implement and monitor strengthening community, local institution and community forum.
  7. Monitor the ClO’s compliance with transparency principles such as posting financial status report in the information board and holding weekly accountability meetings in the community.
  8. Validate actual cost of investment projects compared with the budgeted cost.
  9. Review financial plan for O&M operations and give comments and recommendations on its viability.
  10. Prepare monitoring reports highlighting accomplishments, facilitating and hindering factors and recommendations and submit to DPIU for discussion during the monthly district assessment and planning workshop.
  11. Assist DPIUs in preparing Project financial reports

Key Qualification Required

  1. Have preferably bachelor (S-1) degree in management/accounting, with preferably 3 years relevant experience in financial budgeting and project accounting and will advantages with the community based development projects/program. She/he should:
  • Familiar with donor/governmental project regulations
  • Possess general knowledge of Indonesia’s government structure and budgetary procedures, particularly as they relate to the PNPM Mandiri;
  • Possess computer application skills.
  • Good working knowledge in written and spoken English is essential.
  • Demonstrated ability to work congenially and productively with consultants, counterparts, and other project stakeholders in a team context.
